I used a shared border on all my web pages with Frontpage
XP and have turned it off momentarily with the new
Frontpage 2003. Now I can't get them back on and HELP
does not talk about it except to edit existing ones. I
get the impression this is a discontinued feature?

Anybody know what is going on with the Shared borders
feature in FP2003?

In FrontPage 2003, Shared Borders are turned off by default. Why? Because
the new Dynamic Web Templates feature is meant to replace Shared Borders,
and it is a HUGE improvement over them. If I were you, I would definitely
look into Dynamic Web Templates.

If you want to enable Shared Borders, click on Tools, Page Options,
Authoring tab and check the Author-time Web Components checkbox. After
that's checked, just check on Shared Borders.

Tick the Shared Borders checkbox

Then Format >> Shared Borders

The help system says:
Author-time Web Components Turns support on or off for author-time
components, which can make it easier to add elements, such as photo
galleries, to Web pages.

Navigation Turns support on or off for navigation features, such as link
bars and tables of contents, that you can add to Web pages and sites. This
option is available only if the Author-time Web components check box is
selected.

Shared Borders Turns support on or off for shared borders. This option is
available only if the Author-time Web components check box is selected.

IMHO, it has nothing to do with DWT but was done to support the use of
standard FTP and the phasing out of the FP Server Extensions. That is the
design of web sites that do not rely upon the FP Server Extensions for
functionality.
