Shared border placement

Much as I'd like to use 2003's DWTs, all I have is FP 2000. Shared borders
appear to be the easiest way to update navigation, etc. without having to do
it manually. The problem is, the shared borders (the right one, specifically)
move along with the screen resolution. My topbanner, which is roughly 800px
wide, works when using 800x600 resolution; when viewed in 1024x768, though,
the right border is on the other side of the screen and the banner is too
short...

In short, I suppose what I'm asking is this: is there any way to fix the
placement of shared borders? Might I be able to do it by editing their html?
Or is there nothing I can do about this? If that's the case, what would the
best way to have a navigation bar that I don't need to update on each
individual page every time I add/change a page? (I don't have 2003, remember.)
 
In my opinion the superior choice is the FrontPage include.
you get more reliability, publishing benefits, and better accuracy with
placement, etc.
I actually prefer FrontPage includes in a lot of cases over DWTs.
