Share settings and messages with all users

In OUTLOOK 2002 and XP, how can I have all users share
the same email settings and messages.

I assume you mean that each user has a separate Windows XP login? In
that case, put the .PST file in a shared Windows folder that all users
can access, and each time a user logs into Outlook from his Windows
profile, Outlook will complain it can't find the .PST file -- they can
point Outlook to the right one (just tell them where it is). Also, make
sure each user has the same e-mail account listed in Tools | E-mail
Accounts | View or change existing e-mail accounts.

In case part of my message below wasn't clear, let me clarify it -- it
should have read:
