Is there a "best practices" for managing share permissions on 2000 server?
Ie, file permissions set to Everyone = Full Control and control through the
share permissions. Or Share Permissions set to Full Control and file
permissions specified.

Since NTFS permissions are far more powerful than
share permissions, you should set the share permissions
to Full Control for everyone and apply restrictions through
NTFS permissions.
