share outlook 2003 calendar

Since outlook 2003 doesn't support netfolders, is there
any "inexpensive" way to share calendar information in a
small workgroup (others have outlook 2000)without an
exchange server.

You're speaking about Microsoft. Outlook does not share calendars - its
only been a seven year request - give it some more decades.
