share folder for a user

Hello
I need help in sharing.
To create shared folders on a computer running Windows XP
Professional, you must
be a member of the Administrators or Power Users groups. Also, users
who are granted
the Create Permanent Shared Objects user right are allowed to share
folders. i test the third one, but It doesn't work. I assigned the
right but there isn't any sharing tab in properties of folders.
please help me. How can I make a shar folder for a user?

yes i did it.
and i unchecked simle file sharing. but it didn't work.
