Code snippets are not FP SE (or SharePoint Services) based
They are design time components so the users need FP 2003
The Std ones for FP 2003 are xml files stored in
C:\Program Files\Microsoft Office\Templates\1033\Snippets11
Your custom ones are xml files stored in
%AppData%\Microsoft\FrontPage\Snippets
(where FPSnippetsHidden.xml is the xml file which disables any Std ones)
