how can i ensure any other user accounts logged on to the
same server will only use the Administrator's profile ?

Why create distinct user accounts then? Let everyone log in with the
Administrator's user name (probably Administrator).

Alternatively, you could play with the registry entries for
ProfileImagePath at
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList

Messing with the registry might hose your system.
 
the problem i want to resolve is that all programs/apps
installed when logged in as Admin are not available when
other users accounts are used to logon to the same sever.

Do you mean that the applications do not show up on the users'
Start/Programs menu? If so, you can fix that by going into \Documents
and Settings\Administrator\Start Menu\Programs and copying the shortcuts
from there to \Documents and Settings\All Usesr\Start Menu\Programs. Then
delete the shortcuts from the Administrator folder. Be sure to use the
copy/delete procedure rather than moving the shortcuts so that they
acquire the correct permissions.
