For the cause "This behavior can occur if the Setupwbv.dll file is missing or
damaged. ". the support message says, " If there is a copy of the
Setupwbv.dll file in the Windows\System folder, rename the file to
Setupwbv.old. For information about how to rename a file, click Start, click
Help, click the Index tab, type renaming, and then double-click the "Renaming
Files" Help topic."

I don't see "Setupwbv.dll" file on either “C/WINNT/SYSTEM" or "
C/WINNT/SYSTEM32â€

Am I looking at a wrong folder on Win 2000? Can anybody tell me the exact
path name to reach "Setupwbv.dll" file?

Setupwbv.dll should be in the system32 folder. Perhaps yours really is
missing. I assume there's more to the directions that you did not quote,
since renaming a file in the System folder will hardly cure a problem that
results from the file being missing or damaged in system32.

If you're quoting from KB article 192591, be aware that it says it applies
to IE 5, and the instructions refer to Windows 95. It may not apply to
your situation.
