Some of my Software Setups will not run! I just got a Digital Camera and I can not install the software off the CD-Rom, What is the problem? what can I do?

It is not the Digital Camera, that is just an example, No Setup will run on my machine... I can't install anything new, But if I alt Ctrl Del, I see that the setup is running, but isnt. I need to know what to do to get my Installs, and Setups working again. I am pretty sure it is a problem with windows.
