I use setup project in VS 2005.
Is it possible to enable reinstallation without manually uninstall the
previous installation?

By default, the "DetectNewerInstalledVersion" is set to "True".
Setting this to "False" will cause the setup to skip any version
checks. I believe this is what you're looking for:
