setup problems

Help! We are trying to install windows 2000 into a separate directory because the original install will not boot. ntldr is missing. I've tried using the recovery console to copy ntldr boot.ini and ntdetect.com and I get access denied. Then I tried to install into a separate directory and it won't copy any files at all. any ideas?
 
Permissions on the root of C: need to be reset so that Everyone has full
control (just on the root). Otherwise, your parallel install will fail
because it has insufficient ntfs permissions.

I had already tried the boot floppies and that didn't work. I had no way to change the permissions since I couldn't get into the original installation. I had two scsi hard drives in the machine, so i was able to reformat and install windows on the 2nd hard drive. I made the original system disk a slave. Once I was able to logon to the new install then I was able to see the other drive and get the data off of it. I had to logon with our domain administrator account.
