First - I don't see how "uninstalling XP" and your problem come together..
UNLESS..
When you boot up your PC, does it ask for a password before the CD/Hard
Drive starts loading? If so, that is a BIOS password, nothing to do with
XP.
If that is not the case and you want to completely wipe your computer of
everything and install another OS (note - you will lose everything of yours
you have not copied off of the machine) then you can boot with the XP CD,
start as though you were going to install XP anew - when it asks what
partition you want to install on, DELETE the partitions shown. Then reboot
with whatever OS CD/Floppy Diskette you want to install on the system and go
from there.
Why do you wish to get rid of Windows XP. It's a fantastic OS. Perhaps we
could assist you in a way that would help you keep the OS and use it the way
you want.
