Setup package?

I know this must be simple - but timelines are getting in my way of thinking
well. I've built a quick test form for a pocket pc device - I've run it
through the emulator, but I now want to try to build an install package to
see how that process works.

I've built the app, and generated a cab file. But now what? Or is that
even a good start?

I'm trying to find out how, once I've converted my old C handheld app to
PPC, I'll be able to distribute it to my user's new devices, easily.
