"Setup library msgrocm.dll could not be loaded, or function OcEntry could not be found"

When I try to add/remove windows components in W2k, I get a message that
says:

"Setup library msgrocm.dll could not be loaded, or function OcEntry could
not be found." I did a search on my hard drive, and could not find the
file. Is this a file I can extract from my W2K installation CD? Where can
I find it on the W2K installation CD, and which folder should it be
extracted to? TIA
