Setup has detected a newer version... Error after uninstalling IE

I have uninstalled IE 6 as well as edited the registry for IsInstalled
(REG_DWORD) for IE 6 to 0 and have rebooted. (multiple times) I am not able
to install and am getting this error:

Setup has detected a newer version of Internet Explorer already installed on
this system.
Setup cannot continue.

The registry change is supposed to prevent it.

I have XP Home edition.

Internet Explorer 6 can not truly be ever removed from XP since XP
uses it for the standard Windows Explorer. CHeck out the following on
how to re-installing it:
