Setup failed! Device not ready.

While installing my PeopleSoft software, on my computer, I receive the error "Setup failed! Device not ready". I have tried to load all the latest windows udpates, uninstalled/reinstalled the software, but nothing works. My disk space is fine and there are no errors in the event viewer. Has anyone seen an error like this while trying to install software? Any suggestions would be greatly appreciated.
 
The win32 error code "device not ready" can be also symptom of some error loading
a program file or DLL.
In this case it is of course not related to any hardware.
