Setup cannot find EULA

I am getting the following message when attempting to clean install W2K:

Setup cannot find the End User Licensing Agreement(EULA).
Setup cannot continue. To quit, press F3.

My PC does not support CDROM boot, so I am using a set of the W2K boot FD's.

Please help.

Your posted reference indicates that my problem is due to MSDN version
of CDROM I was using. The problem has been solved by switching it to
NFR version CDROM. Thank you very much for your help.
