setup cannot copy the file ieplor.ex_ Why not i can?

Im trying to re-install ie6 on XPpro sp2 but all i get is the above message.
I copied i386 to my hard drive but still no luck.
i have to open 2 instances of IE6 before i can use it. the first just
freezes but the second works fine.
so if i cant re install what can i do apart from formating the HD.
I have re installed sp2 twice and run sfc/scannow with no errors.
