The installation is not complete for some reason.
Can you see whether Control Panel, add or remove programs, Microsoft
Antispyware, Change, Update
a) works and
b) changes anything?

OK - how about removing the program, deleting all files in the installation
folder (\program files\microsoft antispyware) and then reinstalling?
Be certain you are administrator on the local machine when reinstalling.
