When going to a website that has a monthly updated document and I click on
it to open it I get the message do you want to Open or Save. I think at
other times, maybe on another computer I have just been able to go straight
into the
updated page without this message appearing. Is there a setting somewhere
that is causing this message to appear or is it just part of the Privacy and
Security settings on IE? If so where do I change it?

It may depend on what sort of document (.doc, .txt etc.) and what
operating system and what you are using to open it.
Can you supply those details?

Open Windows Explorer and go to Tools | Folder Options | File Types.
Scroll down to the file type in question and select it.
Click Edit or Advanced, depending on your Windows version.
Check the box for "Confirm open after download".
