Assuming your referring to local security policy, it's not an exe, it's a
mmc snapin.

Here is the shortcut
"%SystemRoot%\system32\secpol.msc /s"

If that doesn't work
run "mmc"
load secpol.msc
save on your desktop

No, I am not referring to the mmc snap-in.

It's a bit of a puzzler actually, which probably results from my inept
application of GP. I have a small office network built around a W2K Server.
I often use Remote Desktop to connect to the server from my workstation. In
the RD Start Menu, an item called "Windows Security" appears under
"Settings". This you can use to lock the console. The same item does not
appear when I walk 20 ft to the physical server console. So I haven't been
locking the console. Here I am inventing all these great GPOs to keep my
employees from spending the whole day fiddling with their desktops when the
server is physically totally unsecured. I thought if I could locate the
executable I could paste a shortcut onto the desktop and then lock the
server console.
