Whenever I login, MSAS prompts me to allow some components. Even if I hit
the Remember checkbox, the prompt comes up again at startup. Also, it warns
me that I haven't run a scan yet on the System Summary, even though I have
run a scan. Tried uninstalling and reinstalling to no avail.

Have you tried an update reinstall? This may have different effects than a
reinstall does.

Start, control panel, add or remove programs, Microsoft Antispyware, Change,
update.

Tried it. Still no go. I noticed that when I look at the scan summary the
last scan is listed as having been completed on 00/00/00...

OK - sorry that didn't do the job.

I've two more ideas:

1) uninstall, then remove the installation folder (typically c:\program
files\microsoft antispyware) and go to the \system32 folder and delete all
of gc*.* except GCDEF.DLL, which is a piece of the OS (and is protected by
System File Protection anyway...)

Then reinstall and see if it works better.

2) If that's no better, I'd suggest reinstalling in a completely different
location--say, c:\msas--perhaps permissions under \program files\ are
tightened down in such a way that the program can't function correctly.
