Settings don't hold

If my PC is rebooted for any reason, the settings do not stay.
Example, in OE, options, send, I have the box checked for "include message
in reply".
If there is a power outage, which causes pc to reboot, the setting goes back
to that item not being checked.
This is not the only one this happens with, just the only one I could think
of at the moment.
Is there a way for settings to stay until changed manually, not change back
automatically?

Change your settings and then click Start | Shutdown | Restart and the
computer should remember the settings.

Thanks---so far, so good. Don't understand what difference my restarting pc
& pc being restarted due to power shutdown makes--but if it works, great.

The comp[uter saves changed Registry settings when it is properly turned
off. A power outage prevents that.
