Setting Website Security in FP 2000

Can anyone help me with a problem I with with FP 2000? I am trying to provide
security for my website discussion area I have just created however the area
is open to anyone to post on it. I have looked in the Help area and it says
that you have to go into Tools and select Security to enable settings to be
altered. The problem is that the button for it is grey and blanked out. I
have tried reopening the web and even the files within it but no avail. Does
anyone know the solution to my problem to getting the button to work?

You must do this on the live/remote server and the discussion must be in a subweb, and the web host
must allow you to set permissions, and in most case this will be a single login, that you will
provide to all users for access.
