setting up test domain

I want to setup a test domain that has all the AD settings
(accounts, GPO's) that exist in our live domain.

Is there a way to import this?

or do i need to connect the test DC to the live domain in
order to get all the settings?

And what should I be careful of?

I would not connect the test domain to the real domain.
you are asking for problems.

For user accounts you could consider using either CSVDE or
LDIFDE. Simply export your user and group accounts to the
appropriate file, create your test domain, change the
domain name in the file - if necessary - and then simply
import the file. I know that it works with LDIFDE because
I did it once about 18 months ago...However, somethings do
need to be "edited".
