Setting up Port for a Freq. Scanner

I have a Uniden Bearcat Frequency scanner and I've purchased a serial
cable for it.

The cable is installed on the scanner and to a serial port on my PC.

I'm using WinXP Pro, version 2002, SP-1

I have a Pentium 4 CPU, 2.6 GHz w/248 Megs of RAM.

I've rebooted the machine, but it doesn't find the scanner.

How do I set this up to work?

I'm a programmer, but I'm ignorant as hell about hardware. Be gentle
with me.

BTW, the software I'm using with the scanner is:

BuTel
ARC 898T for the Uniden 898T Scanner
Version 1.04
 
Is the Com port set up/enabled in device manager? Not to put too fine a
point on it but the installation instructions for the scanner should be
the guide.

Hey Bob,
The freq. scanners are sold as a stand-alone unit. The software is
third party and the installation guide that came with the scanner
software says that the auto-detect will find the com port. It didn't.
The software people have given me a pin-to-pin ring out to do and I'll
do that tomorrow. If the cable is bad, that's an easy fix. If not,
then I'll have to figure out how to tell what com port the existing
plug on the PC is set to and if it is bad. I'll post my results
tomorrow evening about this time.
