I am trying to configure a new laptop so I can access the same Outlook e-mail
and address book I get on my PC. Both the laptop and PC are Dell. The laptop
is pre-loaded with Microsoft Office. In the configuration process, the laptop
is "asking" me "What is your Microsoft Exchange Server?" How am I supposed
to answer that?

If you aren't connecting to a Microsoft Exchange Server, then there must be
a way to cancel/close or otherwise tell that popup where to go.

As for connecting to the same mail box, if you are using a pop server for
email, consider IMAP if available. Otherwise it can be a challenge to share
pop access on a mailbox constructively.
Here is some info on syncing them:

In Control Panel's Mail applet, click E-mail Accounts and remove the
reference to the Exchange server, if you don't use it.

You cannot just remove the Exchange Account, you have to setup a new delivery
location first, otherwise, I suggest creating a new profile and choosing the
correct server (ie. POP3, IMAP, etc.)
