Setting up new connection

Thanx for reviewing this question. I am working on an XP machine that has
had some issues. My friend uses a dial up modem, but recently has not been
able to access it. I went to Internet Connections and found the middle area
'greyed out' .. the area where I can normally select to Never Dial, Dial When
Network Not Present, or Always Use. I then tried to create a new connection
and it had all but the LAN options greyed out, so I could not even create a
new dial up account for testing purposes.
I do not know if these symptoms are related, but I tried to do a System
Restore, and ALL his restore points were GONE. Also, when exiting, I have to
select END NOW for these two proggies: Explorer.exe and Connections.
I have run Spybot/Adaware, and done a full system Norton scan. No change in
symptoms.
I can offer more information as necessary. I truly appreciate your time and
assistance.
