Setting up ISA: What does windows 2000 5-user licese mean?

I really do not have any idea about what does windows 2000 user licence
means.
I basically need an ISA server to protect my network. I have around 8
computers on my network(5 on win98 and 3 on win2k pro). How do I go about
setting up the ISA for my network.
I think i need a windows 2000 server. But i am confused to tell how many
user lincese i need.
Do i need to purchase a 10 user license or a single user license will do to
setup an ISA server...
 
You will need a CAL(Client Access License) for every machine that connects
through this server. You will also need a Windows 2000 Server License and an
ISA License.
