Setting up helpdesk rota for 25 staff in Outlook?

I'd like to know a straightforward way to (semi?)automate the procedure of
producing a weekly rota for staffing a helpdesk with a pool of 25 staff.
Assuming they put in their main comittments each week, with 2 possible types
of duty with slots of either 1 or two hours.
 
Version of Outlook?
Do you have Exchange server?
Are you using Public Folders?

Can you explain how you want to be able to add and see the data in the
Calendar?
