Setting up conference rooms

How do I set up conference rooms, so that the assistants can schedule them using calendaring

I would set them up as a public folder (Calendar Items). Right-click "All Public Folders" --> New Folder, and select "Calendar Items" under "Folder Contains". Assign the appropriate permissions, and you should be set.
 
We use Exchange 2003 here. You can create the public folder either from within Outlook client (2003), or in System Manager on the Exchange server. Hope that puts you in the right direction.
