setting up and running VPN services

I am trying to set up a VPN between my firend and myself. We have both opened port 1723, ensured the proper services are running, both have machines behind routers, both run XP but when we try to connect we get an error 800. Do we need a RAS server? If so, where is it and how do we set it up. We have server running on 1 side (either 2000 or 2003). We are a little confused on the security and login side. When we kick off the VPN, it asks for username, psw and were not sure what to post here. We have tried many different combos of logon, encryption, security, protocols, auto settings, but always return the 800 error message. Can anyone provide insight or better detailed instructions than the wizards and help files offer?
 
Have you set up the server to be a VPN server?

Besides TCP port 1723 you also need to make sure all routers/firewalls allow
IP protocol 47 (GRE).
