Setting up a printer for all users

My experience with printers is that they set up per user
account. Unless you modify the registry to default the
printer for each user to that of the Admin, it will not
add for each user.
 
A trick I use - on a new system I will setup my profile as
I wish and add all the standard printers etc. I then log
off and back on using a secondary account and copy my
ntuser.dat file to the default user profile. this way
when user first logon there initial profile will be the
same as mine including printers.

We have a program which reads in the users printers (and
printer bin detail) using DeviceCapabilities from
Winspool.drv

They say that they log in as Admin and set the printer up,
then log in as the user, when they run our program it does
not list then new printer (and continues to list a deleted
printer), if they run the program again then it shows the
correct list.

From a software point of view I can't see what I can do.
I know nothing about setting up printers.

Does anyone have any thoughs on this?
