Setting security settings or policy?

is there a what to only allow domain users to only the tpc/ip settings to change them when needed and lock down the opther items about networking and the control panel
 
I have not come across anything to accomplish what you're looking for. The
main problem is just to have the ability to modify your network settings,
you MUST be a local admin plane and simple.
