setting rights on a email map

Who can help me with this problem?

I use Microsoft outlook 2002 or outlook express 6 and I want to create a
filter ( wizard rules ). Email who is coming from a sender and that email
must be
moved to a map. Ok that's no problem but on that map ( network or local )
must be set a password.
When somebody else is looking in his email than is it is not permitted to
look in that specific map. But the mail must still be delivered in that
specific map, and that is the problem.

Somebody now how to do this??

I reckon you are in a network without an Exchange server? Then no, not
possible. When a pst-file is password protected and the password hasn't been
provided Outlook can't move the message.
