Setting non-admins to manage quotas

We have several DC's with file shares on them and would like our helpdesk
people to be able to manage the disk quotas. They are not part of the admin
group. I cannot find any delegation or GPO info on how this can be done. Any
ideas?
 
To start you shouldn't file share from DCs but that is beside the point.

Management of disk quotas makes changes on the disk volumes themselves and
requires administrative access.
