Setting/Locking a Window's size and location

I have been looking for a reg hack to control window size and location. I am
the administrator for the school district with over 38 schools. What I am
trying to do is to have a window on the Desktop called Applications that is
locked in size and position. Inside this window we can place the icons the
elementary students are to use. Even if the kids can move or resize the
window when they are in I would like it to reappear in the specified location
(and size) after a reboot or login. Is this possible? I am hoping to push
this down via GPO so I would not have to physically visit every PC in the
district.

So far we are able to automatically create and re-create the Applications
folder and populate it with the icons we need via GPOs, we would just like to
be able to control the size and location if possible.

AFAIK, no, there is no way to do that but it would be handy now I think
about it. It is possible to set each shortcut to open the window
minimized or maximized, if either of those are acceptable, but not in
between. That's a setting in the Shortcut tab in the Properities window
called "Run". You can have Normal Window, max or min and that's all.
 
I wonder, would limiting permissions to these keys (so window
size/location data is not saved) do the trick?
