Setting internet Home page

I am trying to create a group policy specifically set the home page of users
Internet Explorer. Group policy editor is not allowing me to do so. This is
what I do and what is happening:
1. I open AD users and computers
2. Right click my OU and select properties
3. Go to the group policy tab, select my policy and select edit

The group policy editor opens

4. I expand "Internet Explorer Maintenance" under User Configuration -
Windows Settings (IE Maintenance is in preference mode)
5. Select "Advanced"
6. In the right pane of the GPO editor I right click "Internet Settings" and
select properties.

I get the hourglass and then the GPO editor just closes and I get returned
to my OU properties window

I then tried to add inetset.adm to the "User Configuration" -
"Administrative Templates" and repeated steps 1 - 6 with the same results.

I am pretty sure that it was working at one time, because I THINK I remember
doing it. Don't ask what I have done since to make it stop working because
God only knows.

I am on Windows 2000 SP4 and should have my patches up to date

Is DNS working well? Is the PDC reachable?

Yes it is, and I am actually working on the PDC. My server is the DC for a
windows 2000 domain and has DNS, WINS,DHCP and RRAS working on it. I am
trying to create my group policy from this machine.
