Setting home page

Is it possible to set the home page so that even if a user changes it, the
next time they log on it defaults back to the one i set? (Some sort of reg
hack I would assume).

Well, you need to have a Group policy to achieve this.
by opening a Run Command and
type in:
gpedit.msc click [OK]
On the Group Policy locate the the:

[&] Administrative Templates:

[&]Windows Component
[-] Internet Explorer
= Click on disable Changing Home page settings and assign that user (s)
or a group to not be able to change the home page.

Also you can prevent Wallpaper changing:

[&] desktop = in the right look for these entries:
.. Active Desktop wallpaper
.. Allow Only bitmapped wallpaper
.. Prohibit adding items
.. Prohibit changes

Sorry forgot to mention, all users of the system have admin rights so can
change stuff if they really want, I was just after a registry setting that
would default it to my home page when they leave ie or shutdown and then
login again even if they change it in conrol panel!

Is the Group Policy Editor a function of XP Pro, only? It doesn't
appear to be here with XP Home. :(
 
It will be difficult wayne, if they are Admin with Full privileges.

Is the Group Policy Editor a function of XP Pro, only? It doesn't
appear to be here with XP Home. :(

No it doesn't have GPO like XP Pro, XP HD poor in security, but XP Pro made
for larger organization and implement the GPO policy.
To do that on XP HD you need to tweak on the Registry and from MMC
