Setting Default Calendars

Is it possible to set a shared public calendar as the default calendar when you click on the Calendar button on the Navigation Bar? We are able to add the Public Calendar to the Calendar area under Other Calendars but everytime you restart Outlook and open up calendars the calendar under My Calendars is the default. If this is not possible then is it possible to remove the Personal Calendar under My calendars.
