Setting Computer Config GPO permissions

Here's my test scenario:

I create a GPO that has a setting applied in the Computer Config portion of
the GPO, and I want to only allow certain users to be able to apply this
GPO. When setting up the ACL for the GPO can I use either the User name or
the computer, or must I use the computer for this to apply properly?

Are your users and Computers in the same OU? You say you want the GPO to
apply to certain users only. You can create a seperate GPO (in addition to
the one already created) and add the users who the setting should affect to
it. Then make use of the 'Loopback Processing Mode' setting.
