Setting BIOS password

We're are in the process of deploying hundreds of new computers
and would like to set the BIOS password so users cannot change
any of the settings.

What is the best way of settings these initially, and then changing
the passwords periodically?

Would this have to be done at the factory or is there a utility of
some sort?

As the bios and its password are all part of the hardware platform, not the
operating system, you'll either have to find a hardware supplier who has a
utility to do what you are asking (which I've never heard of) or you'll need
to set it on each machine by hand.
