Setting a priority

I have been trying to set a process's priority in w2k or XP
pro, and no one seems to know how. I'm not refering to what
is in the task manager, where you right click on a process,
go to set prioriy, then select one. I want to know how to
permenately get a process to have a higher or lower
priority so I do not have to change it every time the
program starts. I figure it's a registry setting, but it's
not in any of the w2k books i own. I've even gone to B/N
and flipped through some of their w2k books, nothing.

You can use start command in a shell script; something like
start "" /min "some program"
start /?
for the syntax
