Set wallpaper on Windows 2003 manually - it is grayout ?

A certainTeam has a need to change wallpaper on Win2003 Servers when
connecting via TS.
When logon via TS to my Win2003 Server, I attempt to go to "Display
Properties", "Desktop" tab and change the wallpaper there.
However, all available list of wallpapers there appear gray-out.

How can I change the policy to make whoever logs on to those machines change
the wallpapers manually as they wish ? This is a default installation of
WIn2003 Server.

I am pretty sure you need to enable that setting in Group Policy. I think
backgroud images are disabled by default. Check under the User Configuration
section of the GPO. I am not able to verify this now though.
