Set up stationery theme for Outlook 2007-theme not installed?

I am trying to set up a HTM theme and I get the message that the themes are
not installed. I see the same question was presented but I don't think the
problem has been resolved or at least of 12/8/08.

Is your Outlook a stand-alone version or part of an Office Suite?
