It's simply not possible to run a single installation of WinXP in two
separate languages, differentiated by user account. You'd have to
create a dual-boot scenario, using an English copy of WinXP and a
Chinese copy of WinXP.
Additionally, you may be able to come up with a workable solution using
WinXP MUI (Multilingual User Interface) capability. This site looks
