set static ip address

I recently had trouble with my cable internet and replaced my
modem...then the network operations had to force my modem to work
probably because of some update...anyway, since then, my XP startup
has been lagging and I read online it's probably due to connecting to
the network using DHCP. I new connected that way before and that's why
my startup was faster before this. Is there any way to get a static IP
address so that my startup can be faster as it was before?

That would be entirely up to your Internet Service Provider. And at extra
cost if static IP address is available. But a dynamic IP address is not the
cause of your problem, so I'd avoid that choice. Communicate further with
your ISP about the problem, and don't give up until you get the problem
solved. At any rate, you haven't supplied any information about your
connection and ISP provider, so further suggestions could only be guesses
(details such as the type connection, ISP, software {if any} used, etc.)
