Set mail program for different users

I have set up two users on my Windows XP pc. One user wants to use Outlook
Expewss as the default mail program, the other wants to use Outlook 2003.
When either program is chosen by the logged-in user, it becomes the default
for both userrs. How do I set IE or Windows so each user can have their owm
mail program??
