Set local admin rights for users?

Everytime I need to setup a new user I have to give that
user local admin rights so they can install programs. How
can this automatically be done through AD so I don't have
to touch the PC?

I know how to setup a GPO, but the problem is how to setup
the a group with Local Admin rights?
